Abstract
The Plan applies to industrial enterprises, industrial parks and relevant service providers nationwide, with a focus on sectors including iron and steel, non-ferrous metals, petrochemicals and chemicals, building materials, textiles, papermaking, new energy vehicles, power batteries and photovoltaics. It calls for advancing the industrial carbon peak, improving energy and carbon efficiency, expanding end-use electrification and the use of green electricity and green hydrogen, and carrying out energy-saving and carbon-reduction retrofits in key sectors and product carbon-footprint management. It promotes green design, green factories, green industrial parks and green supply chains. It also requires strengthened recycling of renewable resources, bulk industrial solid waste, and emerging waste streams such as spent power batteries and photovoltaic modules, as well as improved standards for water conservation, pollution control and green manufacturing.
