Work Plan for Energy Conservation and Carbon Reduction in Public Institutions during the 15th Five-Year Plan Period
Abstract
The Plan applies to public institutions at all levels nationwide and their competent authorities and government offices administrations, covering buildings, equipment, official vehicles and office activities of government bodies, schools, hospitals and other entities. Using 2025 as the baseline, it requires reductions by 2030 of 8.5% in carbon emissions per unit of building area, 5% in energy consumption per unit of building area, and 3% in per-capita water use, while achieving an early peak in total carbon emissions. Institutions shall retrofit key equipment and existing buildings, phase out inefficient coal-fired facilities, and expand renewable energy, electrification and new-energy vehicles. They shall also implement water conservation, food-waste prevention, waste sorting, recycling of discarded materials and plastic-pollution control, while strengthening green procurement, energy metering, carbon accounting, data management and energy performance contracting.
