Abstract
The draft applies to facilities handling hazardous chemicals that are required to prepare chemical accident prevention management plans. It proposes to strengthen requirements for preparing accident response and emergency measures in internal emergency response plans, expanding the existing five categories to seven and addressing the prevention of secondary accidents caused by firefighting water entering facilities during fires or explosions. Operators would be required to include plans for off-site removal of water-reactive substances, emergency measures for explosion-hazard areas, initial fire-extinguishing response measures for fires and explosions, and information-sharing arrangements where gases disperse as a result of fire.
