Amendment No.1 Evaluation Methods and Indicators for Fuel Consumption of Passenger Cars (Draft for Comments)
Abstract
This amendment applies to enterprises producing or importing passenger cars in China and to related passenger-car fuel-consumption evaluation activities. It proposes a unified framework for determining vehicle fuel consumption, fuel-consumption targets, and carbon dioxide emission targets, and adds enterprise-average carbon dioxide emission targets and their calculation formula. From 2026, enterprises would be required to meet ratio requirements between their average fuel consumption or average carbon dioxide emissions and the corresponding targets. The amendment further specifies methods for determining carbon dioxide emissions for gasoline, diesel, hybrid, battery electric, fuel-cell, natural-gas, liquefied-petroleum-gas, and methanol passenger cars, and adjusts relevant clause and formula numbering.
