Amendment to Certain Provisions of the Regulations on Port Services at Commercial Ports

This amendment applies to vessels entering or leaving commercial ports, vessel owners or their agents, and public or private entities conducting dangerous goods operations in port areas. It revises requirements for vessel arrival and departure advance notices, crew and passenger manifest declarations, import container stowage-plan declarations, and port-area access inspections. Dangerous goods operators must appoint and register responsible personnel, including at least two Class A personnel; relevant shore-side personnel and personnel responsible for safe dangerous-goods handling must obtain a Class B or higher completion certificate. It also revises initial and refresher training courses and hours, and requires Class B or higher personnel to be assigned at dangerous-goods handling sites to confirm operational safety and coordinate responses to abnormalities.
