Plans shall establish graded response arrangements, organizational structures, activation and termination mechanisms, and cover scenarios including casualties, failures of power battery, propulsion, steering and distribution systems, abnormal battery-space environments, and applicable cyberattacks. They shall also specify on-site and follow-up information reporting, evaluation and updating, personnel, material and communication safeguards, training, drills, and relevant contact information. Plan formats shall comply with the prescribed requirements for covers, tables of contents, main text, appendices and back covers.
