Notice of the Beijing Municipal Ecology and Environment Bureau on Conducting the Paid Auction Allocation of Carbon Emission Allowances for 2025 in Beijing
Abstract
This Notice applies to Beijing’s key carbon-emitting entities for 2025 and entities voluntarily participating in trading that have completed account opening procedures. Beijing will allocate 600,000 tonnes of carbon emission allowances through a single-round paid auction implemented by the Beijing Green Exchange through the municipal carbon emissions trading system. A key carbon-emitting entity may bid for no more than 15% of the total allocation, while a voluntary participant may bid for no more than 3%. Bids may not be lower than the auction floor price calculated and published in accordance with the requirements. Transactions will be concluded on a price-priority and time-priority basis, with the lowest bid price within the allocation volume serving as the uniform final transaction price. Allowances obtained through the auction are valid only until the prescribed annual allowance surrender deadline, and auction proceeds shall be remitted to the state treasury.
