Several Measures of Beijing Municipality to Encourage the Standardized and Sound Development of Enterprises Engaged in the Recycling and Utilization of End-of-Life Power Batteries

The Measures apply to power-battery and new-energy vehicle manufacturers, enterprises engaged in the recycling and comprehensive utilization of end-of-life power batteries, supply and marketing system enterprises, and relevant service outlets in Beijing. They support green technology research, pilot-scale validation and promotion of advanced equipment, and encourage the establishment or upgrading of collection service outlets in accordance with national standards. End-of-life power batteries generated as industrial solid waste during production, research and development, or testing shall be lawfully transferred to comprehensive utilization enterprises. High-energy-consumption and high-emission projects are prohibited. Demonstration projects are supported in using renewable energy, green electricity and recycled-material certification, while Beijing-Tianjin-Hebei data sharing on collection networks, transfer flows and utilization capacity is promoted. The Measures strengthen whole-chain safety, fire safety and joint enforcement, combat unlawful collection and transport and illegal dismantling, and provide investment, financial, insurance and tax support.
