Several Measures of Beijing Municipality to Encourage the Standardized and Sound Development of Enterprises Engaged in the Recycling and Utilization of End-of-Life Power Batteries

The Measures apply to power battery and new energy vehicle manufacturers, enterprises engaged in the recycling and comprehensive utilization of end-of-life power batteries, supply and marketing system enterprises, and relevant service entities in Beijing. They support green recycling technology research, pilot-scale verification, and promotion of advanced equipment, and encourage the construction or upgrading of collection service outlets and centralized storage outlets in accordance with standards. End-of-life power batteries generated as industrial solid waste during production, research and development, and testing shall be transferred to comprehensive utilization enterprises in accordance with laws and regulations. The Measures encourage green and low-carbon demonstration projects, use of green electricity, and increased use of recycled materials, while advancing data sharing on collection outlets, transfer flows, and utilization capacity in the Beijing-Tianjin-Hebei region. They strengthen whole-chain safety, fire safety, and joint enforcement, crack down on non-compliant collection and transport and illegal dismantling, and provide financial, insurance, and tax support.
