Circular Providing the Detailed List of Dual-Use Goods under the Management Authority of the Ministry of Industry and Trade

This Circular applies to traders, agencies and organizations involved in the import, export and related trade activities of dual-use goods under the management of the Ministry of Industry and Trade. It promulgates a detailed list of dual-use goods and determines the scope of coverage by 4-digit, 6-digit or 8-digit HS codes; it specifies product names, technical or technological characteristics, and EU export control classification numbers for reference. The list covers controlled items such as high-power or high-voltage DC power supplies, specified materials and high-purity metals, and unmanned aerial vehicles, and sets technical thresholds, exclusions or exceptions for certain products. Relevant entities shall determine whether goods are controlled dual-use goods based on HS codes and technical parameters and comply with strategic trade control requirements.
