Civil Defence Shelter and Fire Safety (Miscellaneous Amendments) Bill

The Bill proposes amendments to the Civil Defence Shelter Act 1997 and the Fire Safety Act 1993, and repeals the Chemical Weapons (Prohibition) (Amendment) Act 2019. It establishes testing, certification and supply controls for regulated shelter products installed or to be installed in household and storey shelters, requiring testing by accredited laboratories, compliance with applicable standards and valid certificates of conformity; penalties are provided for false test reports and the supply of non-compliant products. The Bill also refines fire safety licensing and class licensing, adjusts safety requirements, vehicle handling and detention powers for road transport of petroleum and flammable materials, and strengthens information provision, enforcement investigations and transitional arrangements.
