Safety Check Approach of Civil Explosive Materials Enterprises—Checklist—Part 1: General Principles

This document applies to safety inspections of civil explosive materials manufacturing and sales enterprises, covering comprehensive enterprise safety management, overall safety conditions, production lines, and general warehouse facilities and on-site management. It classifies inspection deficiencies as Class A major accident potential items, Class B general accident potential items, and Class C reminder items. A corresponding checklist shall be established for each inspection unit to record inspection items, categories, requirements, results, and nonconformities. Where any requirement within an inspection item category is not met, that inspection item shall be determined nonconforming. The organizing inspection department shall urge rectification of all nonconformities until compliance is achieved, and shall prepare a safety inspection report signed by the inspection team and the enterprise representative for filing by both the inspection department and the inspected enterprise.
