Commission Implementing Regulation (EU) 2026/1782 of 23 July 2026 amending Regulation (EC) No 771/2008 laying down the rules of organisation and procedure of the Board of Appeal of the European Chemicals Agency

This Regulation amends the organisational and procedural rules of the Board of Appeal of the European Chemicals Agency to reflect a new operating model under which Board members are no longer permanent staff of the Agency. It clarifies the replacement of members by alternates in cases of recusal or vacancy and permits the Chairman to designate another member as rapporteur. It establishes a Registrar, appointed by the Agency's Executive Director, to manage appeal proceedings and the Registry, and clarifies reporting lines. The Regulation also revises procedures for reviewing notices of appeal, defence time limits, applications to intervene, extensions of time limits and correction of decisions; it requires procedural documents, decisions and communications in principle to be lodged and served by email or other digital means, and strengthens confidentiality of deliberations.
