Abstract

This Regulation applies to EU Member States and bodies responsible for roadworthiness testing, covering heavy-duty vehicles registered from 1 July 2027 and equipped with on-board fuel and electric energy consumption monitoring devices. From 1 July 2028, relevant entities must collect real-world data, vehicle identification numbers, odometer readings and test dates during roadworthiness tests, use the prescribed devices to retrieve data, and process VINs through secure communications. From 2029, Member States must report data from the preceding reporting period to the Commission via the European Environment Agency by 30 November each year; data for the first half of 2028 may be collected and reported voluntarily. Testing bodies, Member State-designated authorities and the EEA must respectively comply with information, data-protection and data-retention requirements.
