Directives for Life Cycle Evaluation of Electric Power Assets

This document applies to self-evaluations by power enterprises with physical assets at their core, including generation, transmission, transformation and distribution assets, as well as second-party and third-party evaluations of their life-cycle management capability and performance. Evaluations shall follow the principles of impartiality, standardization and scientific rigor. Organizers shall conduct evaluation planning, implementation and release of results, and collect information through on-site inspections, information-system reviews and discussions. The evaluation covers asset strategic management, planning and design, material procurement, engineering construction, operation and maintenance, and decommissioning and disposal. Evaluation reports shall state findings, conclusions and improvement recommendations. Qualitative evaluation, management grading and weighted scoring may be used to classify performance from Grade A to Grade D according to total and individual item scores; enterprises shall improve systems, processes, management models and strategies accordingly.
