Draft Commission Implementing Regulation laying down rules for the application of Regulation (EU) 2025/40 as regards the format for registration in and reporting to the register of producers and the information to be provided in that context

This draft applies to producers making packaging or packaged products available in Member States and, where applicable, producer responsibility organisations, authorised representatives, waste management operators acting on their behalf, re-use system operators and public authorities. Member States must use harmonised formats for national producer registers. Relevant entities must submit registration and reporting information through a data-processing system enabling fully automated processing and bulk verification. Registration covers producer identity, contact details, brands, address, tax or business registration information, fulfilment of extended producer responsibility obligations and authorised representative details. Annual reporting is based on packaging quantities placed on the market, materials and packaging categories, and separately covers single-use plastic beverage bottles and metal beverage containers, collected packaging waste, and quantities disposed of, recovered and recycled inside and outside the Union. Packaging first made available must be reported by predominant material and by the weight of each constituent material.
