Ministerial Ordinance on the National Waste Transport Manifest (MTR Nacional), the Sinir Module for Preparing Solid Waste Management Plans (PGRS), and the National Solid Waste Inventory (Draft)

The draft applies nationwide in Brazil to solid-waste generators, transporters, temporary storage operators, final destination operators, and enterprises and organizations involved in reverse logistics. It proposes Sinir modules for the National Waste Transport Manifest, preparation of Solid Waste Management Plans, and the National Solid Waste Inventory. Relevant parties must issue and use MTRs, Certificates of Final Destination, and quarterly Waste Movement Declarations free of charge; destination operators must accept loads within 10 days of receipt and are responsible for the accuracy of certificate information. Micro and small enterprises generating only household waste, or equivalent waste not exceeding 200 litres per establishment per day, may be exempt from MTR obligations. States without their own MTR systems must use the national module, while states using their own systems must share and ensure compatibility of data within 180 days after publication. The draft also repeals Ministerial Ordinance No. 280 of 2020.
