Draft Partial Amendment to the Labelling Standards for Cleansing and Hygiene Products
Abstract
The draft applies to operators manufacturing, processing, subdividing, importing, or selling hygiene products to consumers in Korea. In light of the introduction of hygiene-product subdivision businesses and consumer refill sales businesses, it requires subdivided or refilled products not to alter the original labelling information, while the business name, address, and net content must reflect the actual subdivision or refill circumstances. Refill sellers must display information on bulk finished products or on a separate sign and affix labels to containers refilled by final consumers. The draft introduces a definition of composite products made by combining or integrating two or more hygiene products, requiring all applicable product types and the material or ingredient name for each type to be indicated; common labelling information may be displayed together. Existing packaging materials may be used until 30 December 2028.
