Abstract

This draft evaluates human health and environmental risks of 1,1,2-trichloroethane across lifecycle conditions of use, including manufacture, processing, industrial and commercial uses, laboratory use, and disposal, under the Toxic Substances Control Act. The substance is used mainly as an industrial solvent and as a feedstock for other chemicals. Based on monitoring data, exposure modeling, and systematic review, the draft finds that dermal and inhalation exposures of workers make significant contributions to unreasonable risk under 10 occupational conditions of use; it does not find unreasonable risk to consumers, the general population, or the environment. Existing protections remain unchanged; if the final evaluation continues to find unreasonable risk, EPA will propose risk management measures under TSCA section 6(a).
