Abstract

Applicable to enterprises engaged in traction battery recycling and utilization that carry out integrated whole-chain design; enterprises recycling other types of batteries may refer to it. The document sets out principles of legal compliance, safety and environmental protection, and whole-chain integration. It requires designs to cover the entire process from receipt and assessment of spent batteries through physical treatment, chemical regeneration, material cycling, and treatment of the three wastes, and to establish data collection and traceability systems. Physical treatment should use automated discharge and dismantling, enclosed crushing, sorting and pyrolysis, and inert-gas or negative-pressure protection. Chemical regeneration should provide classified exhaust-gas treatment and regulate hydrometallurgy, metal-salt production and storage. Material cycling should determine utilization routes by quality and test regenerated materials. It also addresses process coordination, intelligent warehousing and manufacturing execution systems, waste-heat recovery, wastewater reuse, and safe disposal of hazardous waste.
