Implementation Plan for the Protection and Management of Water Bodies in Communities in Fujian Province (Draft for Comments)

Applicable to the protection and management of water bodies in communities across Fujian Province and related industrial, agricultural, livestock-breeding, and urban wastewater treatment activities. The Plan requires investigations of black and odorous water bodies in county towns, small rural water bodies, industrial parks, agricultural irrigation channels, and outfalls into rivers, with problem lists and ledgers established. It promotes industrial wastewater collection and treatment, cleaner production in key industries, collection and utilization of livestock manure, rural domestic wastewater treatment, and ecological restoration of rivers and lakes. Discharge of industrial wastewater into agricultural irrigation channels is prohibited, and irrigation water exceeding standards must be rectified within a prescribed period. Monitoring, enforcement, closed-loop regulation of outfalls, and the river and lake chief system are strengthened. By 2030, black and odorous water bodies in counties and townships and large areas of inferior Class V rural water bodies are to be basically eliminated.
