Government Decree No. 112/2026/ND-CP on the International Exchange of Greenhouse Gas Emission Reduction Outcomes and Carbon Credits

This Decree applies to agencies and organizations participating in the international exchange of greenhouse gas emission reduction outcomes and carbon credits between Viet Nam and international partners. It establishes rules for the transfer, receipt and use of emission reduction outcomes and carbon credits under cooperative arrangements pursuant to Article 6.2 of the Paris Agreement, the Article 6.4 mechanism and other arrangements, and specifies requirements for international transfer approval, registration of programmes and projects, issuance of carbon credits and registry management. Participants must submit project documentation, transfer applications and implementation reports as required, ensure that emission reduction outcomes are genuine, traceable and not double counted; competent authorities are responsible for review, approval, registration, monitoring and reporting to international mechanisms.
