Implementation Rules for Guangdong Province Product Quality Supervision Spot Checks of Automotive Windscreen Washer Fluid (2026 Edition)

This document applies to product quality supervision spot checks of automotive windscreen washer fluid offered for sale by producers and sellers in Guangdong Province. Sampling shall be conducted randomly; the sampling base shall not be less than the sampling quantity, and at least two minimum individual packages with a total volume of no less than 5 L shall be taken, with half used for testing and half retained as backup samples. Test items include freezing point, pH value, methanol content, cleaning performance, compatibility, and thermal stability, to be tested by the prescribed methods. Products shall be assessed against GB/T 23436—2025, currently valid enterprise, association, or local standards, and declared quality requirements. Products passing all items are determined as having no nonconformity found; failure of any item results in a determination of nonconformity. Where declared requirements conflict with or omit mandatory standard requirements, mandatory standards shall apply.
