Guidelines for Levy of Fees for Use of the Centralized Online Portal for Registration and Filing of Annual Returns by Obligated Entities under Solid Waste Management Rules, 2026

The Guidelines apply to obligated entities required under the Solid Waste Management Rules, 2026 to register and file annual returns through the centralized online portal, including bulk waste generators, solid waste processing facilities, industrial units using refuse-derived fuel, segregated combustible fraction or agricultural residue, relevant waste-to-energy plants within the specified distance from RDF plants, and sanitary landfill operators. Local bodies, State Governments and the Central Government are exempt from portal-use fees. Relevant entities must register, pay registration and annual processing fees online, provide true and complete information, and file annual returns on time. Capacity expansions are charged only for additional capacity; amendments to specified registration data require justification and a fee of INR 500 per amendment type. Failure to register, pay fees, file returns on time, or provide accurate information may result in action under the Rules.
