Abstract
The Plan applies to enterprises and public institutions with significant impacts on ecological environmental protection and climate change response, including entities subject to key or simplified pollutant discharge permit management, key greenhouse gas emitters, voluntary emission-reduction project owners, marine waste-dumping applicants and operators, and relevant technical service, construction, and transport entities; other entities may voluntarily participate. It proposes nationally unified credit evaluation rules, differentiated supervision, incentives, and penalties based on Grades A to D, and inclusion of compliance with credit commitments in credit records. Dishonest information is classified as minor, general, or serious; entities may apply for credit restoration after correcting dishonest conduct, eliminating adverse impacts, and completing the minimum publicity period.
