Jiangsu Province Implementation Rules for Product Quality Supervision Spot Checks of Floor Coating Materials (2026 Edition)

Applicable to product quality supervision spot checks of floor coating materials in Jiangsu Province, covering floor coating materials and solvent-borne, solvent-free, waterborne epoxy, and waterborne polyurethane floor coatings. It specifies sampling quantities and retained-sample requirements for manufacturers, physical stores, and e-commerce platforms, and requires testing, by product category, for hazardous substances including VOCs, formaldehyde, glycol ethers and ether esters, benzene-series substances, isocyanates, phthalates, MDA, lead, and soluble heavy metals, as well as performance such as drying, bond strength, abrasion resistance, impact resistance, and chemical resistance. Powder floor coatings are exempt from VOC testing; certain items apply only to specified coatings or curing agents. Any failed test item results in a determination that the product is non-compliant.
