Key Points for Preparing the Special Chapter on Noise Pollution Prevention and Control
Abstract
This document applies to noise-sensitive buildings and industrial-to-residential projects in Shenzhen that are covered by lower-level implementation plans under statutory plans or construction project schemes and are affected by traffic corridors, railways, industrial parks, or aircraft take-off and landing facilities. Planning applicants shall prepare a special chapter, conduct baseline acoustic monitoring, identify major noise sources, carry out modelling and prediction and field verification, and assess exceedances without mitigation measures. Based on prediction results, they shall develop measures such as building setbacks, sound barriers, sound-insulating windows, landscaping, building layout optimization, and noise-reducing materials; verify noise-reduction effectiveness through modelling; ensure indoor and outdoor acoustic environments comply with relevant standards; and implement the measures throughout planning, design, construction, and operation and maintenance.
