Measures for the Administration of Ecological Environment Monitoring Technical Service Institutions (Draft for Comments)

The Measures apply to ecological environment inspection and testing institutions and automatic monitoring system operation and maintenance institutions that provide public monitoring, self-monitoring and related services upon commission by ecological environment authorities and their affiliated entities, enterprises, public institutions and other producers and operators. Institutions shall obtain relevant qualifications or meet requirements for personnel, premises and equipment, file records with the provincial ecological environment authority at their place of legal registration, operate within their filed scope, and establish systems for data quality, equipment and reference materials, operation and maintenance, and archives management. The Measures establish nationwide credit evaluation, information aggregation, tiered supervision and inspection mechanisms, specify circumstances constituting distorted monitoring data and serious data falsification, and provide for interdepartmental case referral and public oversight.
