Measures for the Administration of Export Certificates for Dual-Use Items Related to the Civil Aviation Sector (Draft for Comments)
Abstract
The Measures apply to eligible air carriers, aircraft maintenance entities, enterprises engaged in the import and export of controlled aviation items, and domestic aircraft manufacturers that export the listed civil-aviation dual-use items through registration-based export certificates. Exporters must submit contracts, technical descriptions, end-user and end-use certificates, serial numbers and other materials, complete customs declaration, post-export reporting, record retention, and accept supervision and inspection. Each certificate may be used for one shipment only and is valid for 60 days; the mechanism may not be used where risks involving national security or military end uses exist. Specified temporary exports of unmanned aircraft may apply the Measures by reference, and the existing Measures for the Classified Administration of Civil Aviation Parts Exports are proposed to be repealed concurrently.
