Notice on Launching the Recommendation for National Zero-Carbon Factory Construction Entities in 2026

Applicable to entities applying to develop national-level zero-carbon factories and zero-carbon computing facilities, the document establishes five categories of evaluation indicators: source emission reduction, process decarbonization, collaborative emission reduction, intelligent carbon management, and carbon offsetting and information disclosure. Applicants shall calculate core indicators including carbon emissions per unit of energy consumption and the share of non-fossil energy consumption; promote energy-efficient equipment, carbon dioxide removal, product carbon footprint analysis, zero-carbon supply chains, and digital energy-carbon management; and regularly disclose truthful, accurate, complete, measurable, reportable, and verifiable carbon-emission and development-performance information. Computing facilities are not subject to the indicator for energy consumption per unit of industrial value added, while the carbon removal rate applies only to entities with relevant direct carbon dioxide emissions.
