Notice on Optimizing Compliance Supervision of Emissions from Newly Manufactured Motor Vehicles and Non-road Mobile Machinery (Draft for Comments)

The document applies to entities involved in the manufacture, import and sale of newly manufactured light-duty vehicles, heavy-duty vehicles, motorcycles, non-road mobile machinery and their engines. It establishes a national database of high-emission-risk vehicle and machinery models. The Ministry of Ecology and Environment will coordinate annual inspection tasks, while provincial ecology and environment departments will randomly select targets and conduct document reviews, sampling and sealing, and testing. Enterprises must ensure that environmental information disclosure, production-conformity self-inspections, inbound and outbound records, and procurement records meet applicable requirements, and that emission-control systems are consistent with disclosed information. General issues involving markings, records or information disclosure must be promptly rectified; emissions exceedances, non-compliance with national standards, falsification involving pollution-control devices, or failure to disclose information as required will be investigated and penalized according to law. Issues in import and sales activities will be referred to market regulation and customs authorities.
