Notice on Conducting Routine Supervision of the Recycling and Comprehensive Utilization of End-of-Life Power Batteries for New Energy Vehicles

This Notice applies to industry and information technology authorities at the municipal, prefectural, county and district levels in Hunan Province, as well as business entities engaged in power battery production, new energy vehicle manufacturing, end-of-life power battery dismantling, crushing, sorting, smelting, comprehensive utilization and battery-swapping services. Authorities shall establish regulatory ledgers, implement list-based and dynamic management, and urge enterprises to submit traceability information through the National New Energy Vehicle Power Battery Traceability Information Platform in a timely, accurate and complete manner; entities failing to report shall be urged to rectify and handled in accordance with laws and regulations. Information sharing, joint enforcement and case-transfer mechanisms shall be established across departments, reporting channels shall be publicized, inspections and verification of leads shall be conducted regularly, and relevant inspections shall be included in annual administrative enforcement plans. Municipal and prefectural industry and information technology bureaus shall report the previous year's regulatory work annually.
