Partial Amendment to the Guidelines on the Composition and Operation of Chemical Accident Investigation Teams and Impact Investigations (Administrative Notice)

The proposed amendment revises the Guidelines applicable to the composition and operation of chemical accident investigation teams and accident impact investigation activities, primarily concerning competent authorities, investigators, and accident-related entities conducting chemical accident investigations and related impact assessments. It would divide the former full impact investigation into preliminary and full investigation stages, both included within impact investigations; streamline procedures for team composition and operation, investigation planning, implementation, and damage assessment around the full investigation; and permit a full investigation without a preliminary investigation in urgent cases. It would replace the principle of a census of all residents in potentially exposed areas with voluntary participation by residents and on-site responders, delete detailed biomonitoring procedures, and add operational handling standards.
