Abstract

This rule applies to relevant owners, operators, and federal entities subject to the risk-management rules for perchloroethylene and carbon tetrachloride under the Toxic Substances Control Act. It aligns certain Workplace Chemical Protection Program compliance deadlines for non-federal entities with existing deadlines for federal agencies and their contractors: initial inhalation-exposure monitoring is extended to June 21, 2027; compliance with the existing chemical exposure limit, establishment of regulated areas, workplace information and training, provision of respiratory personal protective equipment, and establishment of respiratory protection programs are extended to September 20, 2027. For perchloroethylene, the deadline for non-federal entities to establish and implement an exposure control plan is extended to December 20, 2027.
