Working Specification for Risk Assessment and Emergency Resource Investigation for Power Industry Emergencies

This standard applies to risk assessment and emergency resource investigation for power industry emergencies, providing guidance for emergency plan system development, plan preparation, and emergency measure formulation. Relevant entities shall establish working groups; collect information on disasters, equipment operation, accidents, public health, and social security; identify hazardous and harmful factors; analyze event likelihood, consequences, and impact scope; determine risk levels; and propose control measures. Entities shall also investigate internal and externally available emergency teams, materials, equipment, and sites; assess the match between resource quantity, technical suitability, mobilization time, and demand; prepare investigation reports; and propose supplementary improvement measures. Reports shall be promptly updated when risks or resources change.
