Shanghai Municipality's 15th Five-Year Plan for Energy Conservation, Carbon Reduction and Circular Economy Development

The Plan applies to district governments, municipal departments, key energy-consuming and carbon-emitting entities, and relevant entities in energy, industry, construction, transport, public institutions and resource recycling in Shanghai. It establishes dual controls over total carbon emissions and carbon intensity, carbon budgeting and accounting, monitoring and early-warning mechanisms; strengthens energy-conservation reviews and carbon-emission assessments for high-energy-consumption and high-emission projects; and advances product carbon footprints, carbon labelling certification and green supply-chain management. It promotes non-fossil energy, energy storage, green transport, green buildings, industrial energy-efficiency retrofits and industrial solid-waste recycling, restricts excessive packaging and single-use plastic shopping bags, and facilitates recycling of used power batteries, waste plastics, scrap steel and other renewable resources.
