Implementation Rules for Soil Pollution Status Investigation for Stratified Supply of Construction Land in Shenzhen (Trial)
Abstract
These Rules apply to construction land in Shenzhen subject to stratified confirmation and supply that falls within circumstances requiring soil pollution status investigation. Lower-level parcels shall cover all spatial layers and meet soil and groundwater environmental quality requirements for their intended uses; where land use changes, reassessment is required, and qualitative and quantitative risk analyses shall be conducted where sampling is not feasible. Upper-level parcels shall focus on migration risks from volatile pollutants in lower-level parcels and may rely on reviewed reports. Where risks exist, source removal or isolation measures shall be taken, and the land shall not be supplied for residential, public administration or public service use until the risks are eliminated. Responsible parties shall upload reports and undergo review as required.
