Sichuan Province 15th Five-Year Plan for Solid Waste Pollution Prevention and Control (Draft for Comments)

Applicable to entities and regulatory authorities in Sichuan Province involved in the generation, collection, storage, transport, utilization and disposal of solid waste, the Plan covers industrial, hazardous, medical, municipal, construction and agricultural solid waste, as well as waste electrical and electronic products and retired new-energy equipment. It requires investigations and remediation of illegal dumping, phosphogypsum storage sites, various landfills and legacy stockpiles; implementation of industrial solid-waste ledgers, pollutant discharge permitting and whole-process digital traceability; and strengthened management of hazardous-waste collection, transport, transfer, utilization, disposal and landfilling. In principle, no new construction or expansion of flexible hazardous-waste landfill facilities will be permitted. The Plan also promotes resource utilization of waste, sludge and agricultural residues, zero-waste city development, and enhanced monitoring, enforcement, financial and technological support.
