Abstract

The proposal would establish significant new use rules for certain chemical substances that were the subject of premanufacture notices and are subject to orders issued by the U.S. Environmental Protection Agency under the Toxic Substances Control Act. Manufacturers, including importers, and processors intending to undertake a listed significant new use would be required to submit a significant new use notice to EPA at least 90 days before commencing the activity. The notice would trigger an evaluation of the conditions of use; manufacture or processing may not begin until EPA completes its review, makes an appropriate determination, and takes actions required by that determination. The rule is currently open for public comment.
