Abstract

This proposal applies to persons intending to manufacture, import, or process listed chemical substances that were subject to premanufacture notices and EPA orders under the Toxic Substances Control Act. Persons intending to undertake an activity designated as a significant new use must submit a significant new use notice to EPA at least 90 days before commencing the activity. Manufacturing, importing, or processing may not begin until EPA completes its review, makes an appropriate determination, and takes any required action. The rule also establishes workplace protection, hazard communication, industrial, commercial and consumer activity restrictions, and recordkeeping requirements for certain substances.
