Special Action Plan for the Rectification of Industrial Solid Waste

The Plan applies to all enterprises and public institutions in Heilongjiang Province that generate industrial solid waste, with a focus on oil and gas extraction, coal, thermal power, chemicals, mineral processing, metallurgy, electroplating, machining and industrial parks, as well as solid-waste utilization, stockpile operation and maintenance, disposal, and hazardous-waste business operators. It targets tailings, coal gangue, fly ash, smelting slag, oily sludge and other wastes, requiring verification of hazardous-waste management plan filing, recordkeeping and annual reporting; improvement of storage measures for impermeability, rain protection, loss prevention, leakage prevention and emergency response; and standardized electronic manifests, cross-regional transfers and entrusted disposal. Illegal dumping, unqualified disposal, false manifests and data falsification are subject to strict enforcement. Identified issues must be recorded and rectified through waste removal, site cleanup, risk control and ecological restoration.
