Technical Guide for the Resource Utilization of Construction and Demolition Waste in Fujian Province

The Guide applies to the generation and collection, classified transportation, transfer and allocation, resource treatment and utilization, recycled-product application, and disposal of construction and demolition waste in Fujian Province. It excludes incidental domestic waste, medical waste, hazardous waste, and damaged remnants of cultural heritage buildings. Generators, transporters, treatment and disposal operators, and users shall implement classified management, connect to the whole-process management cloud platform, and upload data on waste types, quantities, flows, and destinations of recycled products in real time. Construction entities shall prepare classified collection plans, provide collection and temporary storage facilities, and implement dust-control, rainproofing, and fire-prevention measures. Hazardous waste shall be separately stored, recorded, and transferred for disposal by qualified entities; recoverable materials shall be preferentially reused on site or resource-treated, while treatment facilities shall implement pollution control, occupational safety, and occupational health measures.
