Technical Guidelines for Pollution Prevention and Control in Livestock and Poultry Farming

This document applies to large-scale livestock and poultry farms in Yunnan Province and livestock and poultry breeders meeting the prescribed size thresholds. Operators shall follow the principles of integrated crop-livestock farming, agricultural-pastoral recycling, reduction, harmless treatment and resource utilization; implement rainwater-sewage separation, enclosed conveyance, timely manure collection, and leakproof and overflow-prevention storage measures. Newly built, renovated or expanded large-scale farms shall comply with relevant plans and siting requirements. Wastewater, waste gas and solid manure shall be treated, utilized as resources or discharged in compliance with applicable requirements, while dead livestock and poultry shall undergo harmless treatment. Large-scale farms shall provide supporting land for nutrient utilization or centralized treatment facilities, obtain pollutant discharge permits as required, conduct self-monitoring, and maintain manure resource-utilization plans and records.
