Technical Requirements for Construction and Networking of Video Surveillance System for Pollution Source Self-Monitoring
Abstract
This standard applies to the construction, networking, and operation management of video surveillance systems for self-monitoring activities and monitoring equipment operation of pollutant discharging entities subject to pollutant discharge permit management; other entities conducting self-monitoring in accordance with law may apply it by reference. Such entities shall configure front-end equipment including cameras and storage devices, meeting requirements for indoor and outdoor protection, imaging, encoding and decoding, time synchronization, storage, and intelligent analysis. Video images shall overlay information including the entity name, surveillance point, and time, and recordings and logs shall be retained for the prescribed periods. Systems shall connect to the video data convergence system and implement requirements for equipment installation, network transmission, operation and maintenance, fault recording, and statistics on online rates and recording integrity rates.
