Technical Specification for Investigation and Remediation of Rural Black and Odorous Water Bodies

This specification applies to the investigation, remediation, effectiveness evaluation, and long-term management of rural black and odorous water bodies in Yunnan Province. It specifies identification through sensory assessment, public consultation, and water-quality monitoring, as well as investigation requirements for external pollution sources, including rural domestic sewage, waste, livestock and poultry breeding, agricultural planting, and enterprise discharges, and internal pollution sources such as sediment. Remediation shall combine source control and sewage interception, dredging or in-situ remediation, water-system connectivity, and ecological restoration. Following remediation, sensory conditions, water quality, pollution-source control, facility operation, and resident satisfaction shall be evaluated, with mechanisms established for inspection and cleaning, facility maintenance, water-quality tracking, and public oversight.
