Technical Specification for Production Safety Risk Monitoring and Early Warning of Fireworks

This standard applies to the design, construction, use and maintenance of production safety risk monitoring and early-warning systems for fireworks manufacturing and wholesale enterprises. Enterprises shall establish an early-warning system comprising enterprise-side and government regulatory-side components; continuously collect, process and upload monitoring data; and ensure network and information security. They shall deploy video surveillance, IoT sensing, access control, vehicle and personnel identification, temperature and humidity monitoring, and electrostatic monitoring facilities. The system shall identify risks including overstaffing and excess quantities, unauthorized intrusion, abnormal vehicle activities, excessive stacking, blocked passages, operations during production suspension and equipment abnormalities; implement graded alarms, on-site voice alerts and data retention; and complete construction, acceptance, operation, maintenance and alarm handling as required.
