Technical Specification for Comprehensive Prevention and Control of Watershed Agricultural Non-point Source Pollution—Part 1: Plain Water Network Areas (Draft for Comments)

Applicable to the comprehensive prevention, control and management of agricultural non-point source pollution in plain water network watersheds, it covers pollution from livestock and poultry breeding, aquaculture, rural domestic activities and crop production. It requires baseline data collection, pollution-source investigations and field surveys, and watershed-based measures for source reduction, enclosed collection, resource utilization, ecological purification and long-term operation and maintenance. Livestock manure and wastewater shall be preferentially utilized on farmland and treated to meet applicable requirements; rural sewage shall not be directly discharged and rural waste shall be centrally managed. Crop production shall control fertilizer use and water consumption, promote manure substitution and green pest control, and collect pesticide packaging waste. Inspection, monitoring, corrective-action and recordkeeping systems shall be established, with annual monitoring and evaluation after project operation.
