Technical Specification for Comprehensive Prevention and Control of Watershed Agricultural Non-Point Source Pollution—Part 2: Hilly and Mountainous Areas (Draft for Comments)

Applicable to the comprehensive prevention, control and management of agricultural non-point source pollution in hilly and mountainous watersheds, covering pollution sources from livestock and poultry breeding, rural domestic activities and crop production. It requires collection of watershed baseline data, pollution-source investigations and field surveys, and watershed-wide coordination of source reduction, process interception, resource utilization and long-term operation and maintenance. Breeding entities shall prevent open-air storage of manure and wastewater and provide facilities for collection, storage, treatment and land application; rural domestic wastewater and waste shall be separately collected and harmlessly treated or resourcefully utilized; sloping farmland shall control fertilizer and pesticide use and promote manure substitution, green pest control, contour ridging, vegetative hedgerows, straw mulching, and runoff interception and reuse. Annual monitoring and evaluation shall be conducted after project operation, with data properly compiled and retained.
