Technical Specification for Comprehensive Prevention and Control of Watershed Agricultural Non-point Source Pollution—Part 3: Yunnan-Guizhou Plateau Areas (Draft for Comments)

Applicable to the comprehensive prevention, control and management of agricultural non-point source pollution in watersheds of the Yunnan-Guizhou Plateau, covering pollution sources from crop cultivation, livestock and poultry breeding, rural domestic activities and aquaculture. It requires watershed baseline investigations and pollution-source surveys, and implementation of source reduction, collection and treatment, resource utilization, ecological interception and purification, as well as operation, maintenance and monitoring. Breeding entities shall control breeding scale, properly collect, store and treat manure and wastewater, and prioritize land application; villages shall promote sanitary toilets, wastewater collection and treatment, and standardized waste disposal; cultivation activities shall reduce fertilizer and pesticide use, collect pesticide packaging waste, prohibit straw burning, and adopt water-saving irrigation, slope-land interception and ecological purification measures. Annual monitoring and evaluation shall be conducted after project operation, with operation and maintenance records established.
