Employers must ensure that workers receive the safety and health education and training for operators of hazardous machinery under Article 12 of the Occupational Safety and Health Education and Training Rules before serving as operators of tower cranes with a lifting capacity of less than 3 metric tons, or mobile cranes with a lifting capacity of less than 3 metric tons equipped with riding equipment for carrying or lifting persons; unqualified persons may not serve in such positions. Self-employed workers performing such work must also complete the relevant training in advance. After this notice takes effect, these personnel will no longer be subject to the special-operation safety and health education and training requirements. Persons who had completed the required training and actually engaged in the relevant operations before its effectuation remain qualified; however, where they change to a crane model with a different lifting capacity or manufacturer, they must undergo training again and pass the technician skills certification examination.
